2027 UCR Registration: Requirements, Deadline & Penalties for Noncompliance
2027 UCR registration is an important annual compliance requirement for many businesses operating commercial motor vehicles in interstate or international commerce. If UCR applies to your operation, understanding the requirements, deadline, fees, and potential penalties can help you avoid unnecessary compliance issues.
The 2027 UCR registration period opened October 1, 2026, and businesses subject to the requirement should complete their registration and pay the appropriate fee before operating in 2027. Enforcement for the 2027 registration year can begin January 1, 2027.
What Is Unified Carrier Registration (UCR)?
The Unified Carrier Registration Plan and Agreement, commonly known as UCR, is a federally established program for certain businesses involved in interstate or international commerce.
Covered businesses are required to register annually and pay a fee. UCR fees help support state motor carrier safety programs and enforcement activities.
UCR is separate from other transportation requirements such as your USDOT number, operating authority/MC number, IFTA registration, or other DOT filings. Having active DOT or operating authority does not automatically mean your UCR requirement has been satisfied.
Who Is Required to Register for UCR?
UCR generally applies to businesses involved in interstate or international commerce, including:
- For-hire motor carriers
- Private motor carriers of property
- Brokers
- Freight forwarders
- Leasing companies
The UCR Plan also states that carriers based in Canada or Mexico that operate in the United States can be subject to UCR requirements. Solely intrastate motor carriers and private passenger motor carriers are among the exceptions identified by the UCR Plan.
UCR requirements are not limited to companies headquartered in states participating in the program. Interstate carriers based in non-participating states can still have a UCR obligation.
When Is the 2027 UCR Deadline?
Registration for the 2027 UCR year opened October 1, 2026. Businesses subject to UCR should complete their 2027 registration and payment by December 31, 2026, so they are compliant when the new registration year begins. States can begin enforcing 2027 UCR requirements on January 1, 2027.
UCR is an annual requirement, so registering for 2026 does not satisfy your 2027 obligation.
How Much Does UCR Registration Cost?
For motor carriers, UCR fees are based on fleet size. For 2027, published fees range from $55 for the 0–2 vehicle bracket to $54,165 for fleets of 1,001 or more vehicles. Brokers and leasing companies that do not operate vehicles pay the lowest $55 bracket.
Because the appropriate fee depends on your operation and vehicle count, businesses should make sure they are using the correct information when completing their annual registration.
What Are the Penalties for Failing to Register for UCR?
Unlike the registration fee itself, there is not one nationwide UCR fine amount. The UCR Plan specifically states that penalties for noncompliance are established by individual states.
Failure to register can lead to a UCR violation and citation during enforcement. The UCR Plan identifies 49 CFR 392.2, Failure to Pay UCR Fees, as the violation used when an applicable carrier has not registered.
Depending on the state and circumstances, noncompliance can therefore expose a carrier to penalties in addition to still having to satisfy its UCR obligation. Waiting until a roadside inspection or enforcement action to discover a registration issue can create unnecessary complications for your operation.
Don’t Let UCR Registration Slip Through the Cracks
UCR is just one of the recurring requirements motor carriers need to manage as part of an effective DOT compliance program. Knowing whether the requirement applies to your business and completing your registration on time can help keep your operation moving and reduce the risk of preventable compliance issues.
